Can My Interpreter Join by Phone?

Phone interpretation is sometimes allowed at USCIS interviews, but it is up to the officer and the office. There is no single national rule. In-person is generally preferred. Asylum interviews are a special case where USCIS has at times supplied telephonic interpreters.
